REQUIREMENTS: An appropriate degree or national diploma in Human Resources Industrial Management /Psychology Personnel Management or related degree. 3-5 years of experience in Junior Management /Assistant Director Human resource level. Relevant management development programs. Computer literate. Current driver’s license. Competencies and Attributes: HR mandates related to career management. DCS Career Management Policy and processes. Knowledge of the Labor Relations Law, Civil Service Regulations, career management collective agreements and DPSA circulars when it comes to career management. Policy development; analysis, monitoring, evaluation and implementation. Compilation of information, analysis, interpretation, dissemination of policies, standards and laws of performance evaluation. Projects management. Analytical thinking. Law of Basic Conditions of Employment. Relevant PERSAL functions. Labor Equity Law. Drafting of technical reports. Listening skills. Networking/liaison with stakeholders. Negotiation. Resolution of the problem. Strategic Plan for Corporate Services. DCS Strategic plan. Project management principles. DCS delegations of authority. Communication skills. Applied strategic thinking. PFMA – compilation of budgets, estimates, expenses and reports. DCS Financial Policy about claims, expenses, advances, payments, invoices, etc. Human resources policies related to leaves, performance evaluation, discipline, complaints, skills development, occupational health and safety, employee welfare, wages and benefits, etc.

DUTIES: Coordination and management of the career management department and Support to locations and regions. Coordinate and consolidate the department activities related to salary progression, grade progression, long service and implementation of various OSD and collective agreements on career management. Provide budget estimates for the implementation of The OSDs in relation to career management. Verification and management of property at address. Execute the responsibilities of officials provided for in article 45 of the PFMA. Management of human resources, finances and assets.
